I still need to do some testing, but it looks like running Teamspeak and TF2 at the same time causes a lot of slowdown on my machine — especially when I'm playing/near a pyro. Turning down the graphics settings doesn't seem to help, so I'm wondering whether having Teamspeak open while playing is a clan rule.

Any help would be great.

Teamspeak generally doesn't use much of your connection at all. You can limit the amount of bandwidth Teamspeak uses if you go to Settings > Options and then the bandwidth tab. I haven't seen someone have an issue with this though.

Making sure to open TS before starting TF2 also helps some weird sound issues from starting up.

What kind of sound card do you have? If it's something like a simple AC'97 onboard thing, that may be part of the problem. All of the encoding and decoding for TS *should* be happening your soundcard's dedicated hardware, and thus have no impact on game performance. Some of the onboard solutions aren't full-fledge sound cards, and will offload more of the processing to the CPU, causing slowdown elsewhere.

Hmm. I'll have to do some more testing, it sounds like. I am just using my integrated sound hardware, so maybe that's part of the problem. (I'm kind of a computer newb, but having a dedicated video card should keep that kind of stuff from happening, right?)

Got it figured out, I think. I had to reinstall some Windows components, but it doesn't seem like I have the slowdown issues anymore.
