You need to record demos of people "cheating" and discuss it with other admins. Very poor etiquette to ban on impulse. Also, when someone asks why they were banned, it is best to answer with more detail than "because you were cheating"

looks like one of the division leaders already weighed in on this so my hands are more or less tied. I can try to find out more info but i can't make any promises of a unban since one of the TF2 Division leaders already said no.
